Electron version bump 1.9.5 → 1.9.6 (re-aligns with app/free/pro at 1.9.6).

Ships the 1.9.6 app to desktop (cash-drawer support, cloud-print drawer, analytics fix). The build-expo job rebuilds the bundle from monorepo main, so this must merge after monorepo #611.

After merge: cancel the redundant push-triggered Publish run, then dispatch Publish platform=all. Windows job is pinned to windows-2022 (VS18 workaround).
